The Five Documents Every Shipment Needs
- Commercial invoice — buyer, seller, description, quantity, unit value, Incoterm.
- Packing list — carton count, gross and net weight, dimensions.
- Air waybill — issued by the courier or forwarder.
- Certificate of Origin — needed for preferential duty in many markets.
- Import declaration — filed by you or your customs broker.

HS Codes for Human Hair
Human hair products generally fall under Chapter 67 (prepared feathers, human hair and articles thereof), with unworked human hair under Chapter 05. Wigs and finished hair goods typically classify under 6704. Your broker gives the final local code — always confirm before the first shipment, because the code drives the duty rate.
Three of the biggest markets, read from their official tariffs: the EU charges 1.7% on HS 6703 and 2.2% on HS 6704.20, both 0% under the EU GSP general arrangement with a valid statement on origin for India (EU TARIC); the UK charges 0% on HS 6703 and 2% on HS 6704.20, both 0% for goods of Indian origin since 15 July 2026 (UK Integrated Online Tariff); the USA lists both as Free under HTS Column 1 General, with additional Chapter 99 duties possible on top (USITC). How Duty Is Calculated
Most countries calculate duty on the customs value (goods value, sometimes plus freight and insurance depending on whether your country uses CIF or FOB valuation), then apply local sales tax/VAT on top of goods + duty. Two consequences matter to your pricing:
- Under-declaring value to save duty is fraud and risks seizure — never ask a supplier to do it.
- Your landed cost must include duty and tax, or your wholesale margin is fictional.
Why Shipments Get Held — and How to Prevent It
- Vague descriptions. "Hair" is not a description; "100% human hair weft extensions, unprocessed, 22 inch" is.
- Invoice/waybill mismatch. Values, weights and consignee details must match exactly.
- Missing importer tax ID. Supply it before dispatch, not after.
- No certificate of origin where a trade agreement applies — you pay full duty unnecessarily.
